Register Your Marriage in Turkey – Even if your marriage is officially registered in the Philippines, it must also be recognized in Turkey. Without this, your marriage holds no legal validity here.
Apply for a Family Reunification Visa – This visa allows you to enter Turkey and can often be processed alongside your marriage registration.
Obtain a Residence Permit – Once you arrive in Turkey, apply for a residence permit to legally stay and settle in the country.
Taking these steps in order will help you avoid legal complications and ensure a smooth start to your life in Turkey.
Are there other Turkish Consulates in the Philippines apart from the one in Manila?
The answer is no—Turkey’s only consular office in the Philippines is in Manila. If you’re coming from the south or the Visayas region, you’ll need to travel to Manila to process your documents.
It may be a bit of a hassle for those far from the only location, but in the end, the effort is worth it for sure when you finally reunite with your partner and start your new life together (fighting lang jud mga ante makaya ra ni).

Step 1: Secure Your LCR Marriage Certificate & Get It Stamped by PSA
After your wedding in the Philippines, your marriage must be officially registered with the Local Civil Registry (LCR). While the releasing of thee PSA version of marriage certificate takes time, the Turkish Embassy allows a PSA-stamped LCR copy for marriage certificate so long as it’s apostilled (learn more about the PSA-stamped marriage certificate here).

Here’s what you need to do:
Obtain an LCR-issued marriage certificate from your local municipality. This varies perhaps on your local city municipality office, but usually they cater on the day without the need of an online appointment.
Visit the PSA and have your LCR copy stamped for authentication (same-day process in most cases especially if you process it early in the morning). Best to set an appointment to ensure you’ll be catered on the day.

💡Pro Tip: if you have no PSA copy of your birth certificate and CENOMAR, just get them on the same day of your appointment. Just make sure you fill out the forms ahead to save time.
⭐ Personal Experience
After my husband returned to Turkey, I traveled from Davao to Manila and stayed in the Makati area for over a month to expedite my documents — this was about a month after our legal wedding in GMA, Cavite.
Stayed at one of the hotels in Makati for the first 2 weeks. This helped me move around government offices faster.
The first thing I did was head to the GMA City Hall in Cavite to collect copies of the Local Civil Registry (LCR) version of our marriage certificate. While it’s possible to request a same-day copy of the LCR marriage certificate (but still depends on your local civil registry office), we didn’t have enough time to do that in our case.
I went to the PSA CRS Outlet Pasig office, which was the nearest to my accommodation, to get the stamp. The line was already long at 6:00AM. 😫 But my motivation to finish everything as soon as I can really helped me keep my focus. I got it on the same day.
Step 2: Apostille Authentication at DFA
Before submitting your marriage certificate and other documents to the Turkish Embassy, they must be authenticated by the Department of Foreign Affairs (DFA) through an Apostille.
Processing Time: 1 day (if you book an appointment in advance and go to their main office at ASEANA Business Park).
Once completed, you will receive an Apostilled marriage certificate, required for Turkish registration.
I forgot why I added NBI clearance in my list for DFA authentication. I think it’s because I wanted to make sure; in case it is required during my application for my residence here in Turkey.
💡Pro Tip: You can book an appointment for the apostille authentication at DFA. You can get the apostilled document on the same day of your appointment, but be prepared for long lines. Also, if you are pregnant or have a medical condition, you can access the priority lane with the proper medical documentation to prove your condition. Without these documents, you won’t be allowed to use the priority lane.
Step 3: Register Your Marriage and Apply Family Reunification Visa at the Agent TR Office
Marriage registration and visa applications are now handled by Agent TR at Unit 17E, Petron Megaplaza Tower, Makati, Manila. You can complete both your marriage registration and family reunification visa in a single appointment.

Agent TR will take care of forwarding your marriage registration documents to the Turkish embassy, so you won’t have to worry about that process. Plus, there’s no need to book an appointment in advance—you can simply walk in.

Processing Time:
Marriage registration: 2–4 weeks
Family reunification visa: 4–8 weeks
⭐ Personal Experience:
They collected both my marriage registration and family reunification documents on the same day.
There is no need to follow up on the registration. This is what I love about Turkish government! They really love to make processes faster and easier for everybody.
It took only 10 business days (about two weeks) for me to receive my family reunification visa. However, I know some Filipinas who received theirs after a month. Processing times can vary depending on the case.
Step 4: Attend the CFO Guidance and Counseling Program
Before leaving the Philippines to reunite with your spouse, you must attend the Commission on Filipinos Overseas (CFO) Guidance and Counseling Program.
The Commission on Filipinos Overseas (CFO) – Guidance and Counseling Program (GCP) is a government initiative aimed at protecting Filipino spouses, fiancé(e)s, and partners of foreign nationals, former Filipinos, or dual citizens planning to migrate abroad. It helps prevent mail-order spouse schemes and human trafficking disguised as marriage.
Mandated by various anti-trafficking laws, the CFO provides pre-departure counseling to educate Filipinos on the realities of intermarriage, migration, rights, obligations, and available support networks. The GCP sessions are conducted on-site in Manila, Cebu, and Davao through the Reservation and Registration System (R&R).
This seminar is mandatory for Filipinos migrating or joining a foreign spouse abroad.
Attend the 1-day counseling session covering marriage, migration, and cultural adaptation.
Obtain your CFO Certificate of Completion and Emigrant Sticker, which will be required at Philippine Immigration before departure.
What You Need to Know:
Please note that scheduling an appointment for CFO registration and GCP is free of charge. The CFO strongly advises against using fixers or businesses that charge fees for online appointment services. Avoid dealing with fixers.
Do not purchase outbound airline tickets until you have received your CFO digital certificate. The CFO will not be liable for any rebooking fees, lost income, or other financial or personal losses resulting from incomplete attendance or failure to complete the pre-departure program.
Once you have successfully completed the Guidance and Counseling Program, you will be issued a CFO Digital Certificate.
You will need to present the digital certificate to the Bureau of Immigration at your departure port in the Philippines on your travel date.
Records with multiple accounts or incorrect entries will be automatically deleted. You will be instructed to create a new account and re-register.
⭐ Personal Experience:
I attended mine in early 2023 when online sessions were still available. I’m not sure about the current process, but it seems they now require in-person seminars.
I have to be honest. This step traumatized me the most instead of counseling me.😅 That’s another story to share in my next blog!
Step 5: Travel to Turkey & Apply for a Residence Permit
Once your family visa is approved, you can travel to Turkey and start the residence permit (İkamet İzni) application process.

Your Turkish spouse must apply for an invitation letter from the Göç İdaresi (Directorate General of Migration Management).
Upon arrival, apply for your residence permit within 30 days.

My husband handled this part, so I’m not fully familiar with all the details. What I do know is that in Turkey, the paperwork is usually processed quickly—sometimes even in a day or two.

The immigration process only took a day, and I received my kimlik a few days later. For this step, there’s no need to speak or write in Turkish. They understand that you’re newly arrived, and the main purpose is to reunite physically with your partner.

If you’re a Filipino marrying your Turkish partner in the Philippines, here’s a comprehensive guide to help you navigate the process.
1. Understand the Legal Requirements
To ensure your marriage is legally binding in both the Philippines and Turkey, you’ll need to prepare the necessary documents.
For the Filipino Partner:
PSA-issued Birth Certificate
PSA-Certificate of No Marriage (CENOMAR)
Government-issued ID (e.g., passport or driver’s license)
For the Turkish Partner:
Valid Passport Certificate of Legal Capacity to Marry. This is issued on the same day of your request by the Turkish Embassy in the Philippines located in the Dasmariñas Village, Makati (please see map below). Make sure to contact them via email, text message or phone call beforehand for an appointment. You can use the Grab app to book a car service or taxi if you are not familiar with the area.
Birth Certificate (translated into English and authenticated)
For some local government offices, they also require a PSA cenomar record for your partner to ensure he is not married to any other Filipina in the Philippines. You can get this in the PSA office together with your cenomar and birth certificate. Just provide your partner’s name and details in the same application form you use for your cenomar. You can get them the same day if you process in the morning; and the next day when you process them in the afternoon.

💡 Pro Tip: Ensure all foreign documents are translated into English or Filipino and authenticated (e.g., through the Turkish Embassy or DFA). Prepare 4-6 photocopies of each document as some local offices don’t provide this extra service.
2. Visit the Local Civil Registry Office
After gathering the documents, submit them to the civil registry office in the city or municipality where you plan to get married. The office will provide a list of additional requirements, such as marriage license application forms.
⏳Timeline: A 10 working day marriage license application posting period is required before you can obtain your license. Oftentimes, because it’s the Philippines (Filipino time talaga kahit government offices mga ante), it’s more than 10 days. This means, your fiancé needs to be around 3 to 4 weeks in the Philippines excluding any holidays from waiting for your marriage license to be posted to getting married. He must to be physically around when applying for marriage license.
⭐ My Personal Experience:
I am from Davao City, and the wait time for the marriage license to be posted there is about 4 weeks or even more than a month! What we did is we applied our marriage license to my other residence in GMA, Cavite. There, we only waited for 10 working days for it to be released.
3. Choose Your Wedding Venue

Church Weddings
For Catholic couples, coordinate with the church for pre-wedding requirements, such as marriage banns, pre-Cana seminars, and the priest’s approval.
If your partner is Muslim, this could be a challenge. Christian churches, especially the Catholic church, require for your partner to undergo the Holy sacraments. In short, they need to be converted first before you will be allowed to marry in the church. They need the baptism, reconciliation and other religious documents as proof of their conversion.
If you are a Christian Filipino man with a Turkish fiancée, this is also a different situation. If you choose a Muslim wedding (Nikah) under Sharia law in the Philippines, the groom may need to convert to Islam. The Shari’ah District Courts in the Philippines handle Muslim marriages, but these are primarily for Filipino Muslims.
In Turkey, however, civil marriage is the only legally recognized form of marriage, and religious conversion is not legally required to marry a Muslim woman. However, cultural and family expectations may still apply.

We decided to have three weddings: (1) civil wedding; (2) unconventional; and (3) Turkish wedding when I reached Turkey.

For legalization of our marriage, we first planned out our civil ceremony which was held in GMA, Cavite. We then planned our unconventional wedding for our family and friends in Davao City, where we used one venue for vows and reception. We had one of my friends as the officiant for the vows and another friend to host our reception.
After a couple of months in Turkey, we had our traditional Turkish wedding without going through nikah memuru or marriage registrar (no need to do it once you reported your marriage to the Turkish embassy), and without the “Evlenme Beyanı” (Marriage Declaration) part. In this way, we were still able to celebrate our union together with my husband’s side of the family and friends.
4. Incorporate Both Cultures
